Problem of parallel institutions is usually associated with the north of Kosovo, but real parallelism actually exists in the Serbian majority areas south from Ibar river.
Unlike in the north, Serbs in the south have been living within Kosovo system for many years. But Brussels agreements will bring changes for them as well - in functioning of their institutions and in the way Serbia will continue to support them.
